I have just launched a new service of commissioned cake decoration. Could I use copyrighted images, for example, of Noddy and Tessy Bear to advertise my services?

Unless the rights are assigned to you, you can’t do this as you would be in breach of the owner’s copyright. You can’t use copyright works without the owner’s permission.
